Council to vote on shared survey project

Charleston City Council members plan to vote on an agreement with a local church that would share the cost of a topographic and boundary survey with the city.

The First Christian Church is acquiring services of Consolidated Service Inc. with the understanding that the city will help pay for the surveying costs.

Mayor John Inyart said the city entered the agreement because the property is close to one of the parks.

“This is an agreement between the First Christian Church and the city of Charleston on some property that they own currently and that we’re going to partner on sub-surveying working because it’s just south of one of our parks,” he said.

Inyart said the city used to own the property but sold it to the church last year.

“We annexed it last year,” he said. “It’s about 50 acres. This work needs to be done before we can really decide if there’s something that we may be able to use some of it.”

 The city will reimburse the church for 50 percent of amount paid under the CSI agreement.

“We will be agreeing to share the cost of some survey work and preliminary site work that would give us an idea if the land would be advantageous for the city to think about acquiring,” Inyart said.

He said the city is in the initial phase of the agreement, and they are not planning to do anything with the property right now.

“We’re not agreeing to buy,” Inyart said. “We’re not agreeing to build anything. We’re not agreeing to make the park bigger. All we’re agreeing to is to help with some planning to see if it would accommodate a project, which is the church, and also if they would end up with additional property they would want to sell to the city.”

The council will also vote to authorize a contract with Tate Stevens to perform at Red, White and Blue Days.

The contract with Variety Attractions Inc. will allow Tate Stevens to perform on July 3 at Morton Park.

According to the contract, Variety Attractions Inc. will receive $25,000 for the 75-minute show.

The council also plans to vote on a geographical information system agreement with Eastern.

Inyart said this is a renewal of a current agreement with Eastern to share services.

“We partner with EIU to provide some GIS,” he said. “We use some shared software, and we also use some of their equipment.”

The city will pay $6,250 to Eastern for GIS data management and software support.

The council will vote on a resolution to enter an agreement for services by Berns, Clancy and Associates.

Inyart said that Berns, Clancy and Associates will provide engineering services to the Douglas water tower repainting project.

“This is an agreement for an engineer to oversee that project,” he said.  “From an engineering standpoint, making sure conditions are right—temperatures, drying time, all of those things,” he said.  “They will be monitoring the process and making sure it’s done correctly so it lasts as long as the product was designed to last.”

At the meeting, Inyart will announce the reappointment of Keith Perry to the Charleston Fire and Police Board of Commissions and Bob Olson and Daren Hite to the Electrical Commission.
