Council to vote to add property

A public hearing will take place at 7:15 p.m. Tuesday before the Charleston City Council meeting to discuss the annexation of property south of Sister City Park.

City Manager Scott Smith said the area that is being considered for annexation is about 49 acres large and is owned by First Christian Church.

“The church is petitioning to annex this property into the corporate limits,” Smith said.

Smith said the park is under the jurisdiction of Coles County and outside the city limits.

“This will move the property inside the corporate limits, and it will be afforded the city’s fire and police protection,” Smith said.

The council will also vote on a resolution to place a “No Parking Zone” on 13th Street between Taylor and Buchanan avenues.

Smith said this stretch of the street is across from Mark Twain Elementary School.

Five residents signed the petition for the no-parking zone with the reasoning that parking along the street causes obscured vision and impeding traffic.

According to the petition, the problem occurs during and after school events and makes it difficult to pull out of the residents’ driveways and creates inadequate passage for emergency vehicles.

This item was placed on inspection at the Sept. 4 meeting and will be voted on this week.

The council will also discuss a resolution to provide money from the tax increment-financing fund for work done on the property of Charleston resident Tina Grissom.

Smith said the city is working on a project next to her property, and the funding will cover cost for the construction on that property.

“There was some work that needed to be done on her property in conjunction with our project,” Smith said. “We are allocating additional funds that will enable her to finish up work on her building.”

The council will also vote to increase financing for a project to rebuild a building at 513 Seventh St.

“This will increase the amount by $5,538.87 to take care of change orders on the project,” Smith said.

Another resolution for the same project will add an additional $4,170.45 for masonry work on the same project.

The council will also vote on the restriction of fees for the city’s parks and recreational program.

Smith said the restrictions will limit the fund to program fees and goals for the recreational side of it.

“We have incorporated the parks and recreation program fund into our city’s finance software,” Smith said.

The Parks and Recreation department has stopped using its software, and Smith said the incorporation will help maintain the budget in the current fund.
