Perry outlines budget restraints

Eastern’s economic stance was the subject of a campus wide e-mail sent by President Bill Perry on Jan. 7.

In the e-mail, Perry discussed measures the university is taking to survive the lag in payments from the state.

“Cash flow for the state affects cash flow for us,” Perry said.

To date, the university has received only $11.5 million of its $50.6 million state appropriation, straining the university’s finances.

“In order to meet our obligations through the end of the fiscal year (June 30, 2010) in the uncertain fiscal environment created by delayed delivery of our legislated state appropriations, we must take the following actions,” Perry said.

Weber also talked about plans to address a “budget transparency issue.” The office for business affairs will soon offer live access to expenditure data on its Website.

The data will be available in the form of pie charts that breakdown expenses into categories, such as personnel and operating expenses and subcategories, like personnel expenses in a particular vice president’s office.

Drage announced a proposed bylaw change would be voted on during February’s meeting.

The amendment would change all mentions of external relations and vice president for external relations to university advancement, a reflection of the position’s title change.
