Charleston City Council approved three action items during its meeting Tuesday night.

One was for the second phase design engineering for a project meant to development Community Drive, Recreation Drive, and the City property south of Sister City Park.

The agreement is with Consolidated Services and will cost the city up to $130,000.

According to the agreement, Consolidated Services will be responsible for:

Make such detailed surveys are as necessary for the preparation for detailed roadway plans.

Make complete general and detailed plans, special provisions, proposals and estimates of cost and furnish the city with five copies of the plans, special provisions, proposals and estimates. Additional copies of any or all documents, if required, shall be furnished to the city by the engineer at their actual cost for reproduction.

Furnish the city with survey and drafts in quadruplicate of all necessary right-of-way dedications, construction easement and borrow pit and channel change agreements including prints of the corresponding plats and staking as required.

The city also approved a resolution obligating Rebuild Illinois Funds for the second phase of the engineering design for the project.

The city also approved an agreement with Scotty’s Lawn Care, Inc. for mowing services.

Currently the city is in a contract with Scotty’s Lawn Care, Inc. who is responsible for the maintenance and mowing of certain small and large parcels owned by the city.

The last vote for the agreement was held on Feb. 6, 2018 and was approved with a 4/5 vote.

The agreement is for around $73,318.87 each year. An estimated $84,220.85 for small parcels, $119,323.58 for large parcels and $16,412 for new parcels will be spent over the three years of the contract.

The city also approved an agreement with ABM Farms for the renting of city land.

The land involved in the agreement is 13.39 acres of tillable property east of the Waste Water Treatment Plant and north of the fire training facility on West Madison Avenue.  ABM Farms will lease the land for the cash rent of $150/acre for the period of April 1, 2021, to March 31, 2024.

The land will be used for growing crops.

Charleston Mayor Brandon Combs also declared April 19 a day of celebration to honor the 100th anniversary of the Governor Edward Coles-Sally Lincoln Chapter of the National Society of the Daughters of the American Revolution. 

The Daughters of the Revolution is open to women 18 and older regardless of race, religion, or ethnic background so long as they can prove lineal descent from a patriot of the American Revolution.

According to the proclamation, “… members of the Governor Edward Coles—Sally Lincoln Chapter over the years have devoted thousands of hours of service to community projects that perpetuate the goals of the organization…the GEC—SL Chapter continues to recognize the heritage of the community by locating and marking graves of Revolutionary War soldiers & their relatives in Coles County; marking Abraham Lincoln-related sites in the county; encouraging historic programs in schools; assisting veterans and active military through various programs; and by increasing awareness & knowledge of the U.S. Constitution.”

The mayor also announced the re-appointment of Jessica Meadows to a three-year term on the Charleston Carnegie Library Board of Trustees. Meadows is also the President of the Chamber of Commerce.
